The cross Hair cursor is controlled through the main menu, Edit, Cross Hair. Alternatively, you can use the Shift-I keyboard shortcut to toggle it on or off.
The information, on the right side of the horizontal line, represents the day and value related to the center of the cross, where the mouse cursor is located.
